Harris is correct, although to be honest the Athenians did their share of corrupting the Delian League all on their own by discouraging the development of allied navies as potential commercial competitors and eventually by filching its monies for Athenian public works projects. If the message is that hegemony can be corrosive and corruptive then it's a point well taken.

In a sense, though, it isn't an imminent danger. I don't see France attempting to purchase the services of the U.S. military when they've had them so long for free. The UN doing so is even less likely - they prefer the cashflow going the other way.
