All the money collected as tax revenue in the United States will not "fix" the schools in this country.
The problem is not the amount of revenue raised nor the source from which it comes, but is the attitudes of students (not all of course but far too many) in public schools toward their responsibilities.
We will have better public schools in this country when we have better students.

Let's follow that to its' logical conclusion:

We'll have better students when we have more responsible parents.

And what do you suppose the temperature in Hell will be when that occurs?
Just above freezing?

Make students responsible for themselves. Go to a voucher system that allows parents to spend the money in any school they want to send the kids. The private schools would be allowed to punish, remove and reward students on behaviour and intelligence. This would sift the problem child to a school designed to help him, and more importantly keep him away from those wanting to learn. It is insane that we mainstream disable children at the price of tens of thousands and sometimes hundreds of thousands a year. My neighbour had a school bus come to his door just for him, because he was deaf. It would have been cheaper to have a taxi everyday.
