Hey, there is a nice town for them to go too. It is called Churchill. I believe it is just within the Arctic circle. They can play with the Polar bears whenever they want to.
Actually, Churchill (Manitoba) is well below the arctic circle--it's about the same latitude as Juneau, but has more bracing winter weather, I believe. Excellent views of Hudson Bay.
The prime consideration for these emigrants should be to get as far away from the U.S. as feasible. Yellowknife, NWT, seems a good choice--centrally located and it's on a lake. If they can't take the small-town environment, they can try St. John's, Newfoundland, which is closer to France than it is to Crawford, Texas.
