The 14,000 Syrians referred to are the ones in uniform. But there are more than 100,000 OTHER Syrians in Lebanon, contributing to the occupation in ways both legal and illegal.

It might have something to do with the increasingly stiff spine the UN has shown. And it might have nothing to do with that. Since the only spine the UN's ever shown is in backing pedophiles and embezzlers.
