Nope. I we can't track then now, we won't be able to track then in next 4 years.
Short of implanting a GPS type chip, we'll never be able to track then.
No, not to the millimeter, and my meaning of the word "tracking" did not involve GPS implants (not to say it generally wouldn't be a great idea if it were technically feasible). But having a name, a photo, a fingerprint, a destination, and any other data is a lot more than what we would have otherwise.
At least the Humane Society spays + neuters strays before adopting them out . . .
We do that now, and can't keep track on them. Once they are in, they are free to disappear off the radar.
I seriously proposed this a few years ago only to be heckled down as being barbarous and inhumane. I want to correct that by proposing the chips be deeply implanted into the femur (where infection would be a serious risk if removed in squalid conditions) and that a non-obvious permanent marking (in the scalp?) be imprinted upon every invader where law enforcement personnel would know where to look.
See folks; I've become much more civilized compared to when I wanted their faces branded like pre-Colonial horse thiefs ("H" on one cheek and "T" on the other). Kinder and gentler...
