When I was a kid there were places for those who committed criminal acts and pleaded psychiatric defenses. The one near where I lived was Mattewan Institution for the criminally insane.

The corresponding place near the Stoat Cave doesn't have anything so threatening as "criminally insane" associated with it's name in any way and is noted for being a frequent source of break-outs. Not very comforting.
My understanding is that the original legal intent of psychiatric defenses was to provide a recognition of medically documentable physiologic deformities such as a brain tumor or profound neurological birth defect that caused the brain to function incorrectly.....they weren't intended for jihadists who drink and smoke pot.
