What should the cops have done? I don't know the whole story, but a ticket and an escort of the "criminal" and his two young children off the property, should have sufficed.

No I would not leave my young children alone while I went outside for a chat with the cops either.
The restaurant stamps a number on everyone's hand visible in black light. His children would not have been allowed outside with anyone else anyway. Even so, he would have been standing right at the front door calmy discussing his Me-ocratic behavior with the Constitutionally-authorized peace officers.

If the guy were indeed out of control, then drag him outside and handcuff him, don't taser him on the lap of a woman holding a 10-month old baby. That's irresponsible.
