This is a good start. We should be telling the Mexican government what it needs to do to have an economy that keeps its citizens there. If they don't do it, there should be repercussions.
It's not a "start". It's a continuation.
It would be far better if Sec. of State Rice made these statements to Mexico...then they would have some real impact. Words from an ambassador don't carry much weight.
