LA is not a city. It's a mess in transition. There is no "there" there. The mayor's job is mostly posing for pr photos. He has zero powers. His opposition is a pack of clowns in different flavors. The whole thing is a bad joke.
The most amusing thing is reading "expert observers" commenting authoritatively about something that doen't exist.
I live in Los Angeles, and it did make a difference, when Riordan was mayor, he attended to business.
The tyrannical city council really runs Los Angeles...Quite naturally they are focused on raising taxes, adding fees to every imaginable human transaction, regulating snacks for children and adults, preserving a collapsing education and hospital system for illegals, eliminating the cross from the county seal, and, most important, preserving kickbacks for themselves...(sigh).
