If it was we wouldn't be in Iraq, or we would be home long time ago.
Poland is a relativley poor country. In fact - let's be honest - we have serious problems with affording the Iraqi operation. Military equipment sent from Poland to Iraq will stay there because of being completely used up.
It was President Bush who offered that money - not only for Poland but also for other countries of "New Europe" - to strenghten their military forces, to make them more able to take a part in operations like in Iraq. He told in something like a month ago, whereas we've been in Iraq for almost 2 years.
Yes, you must be right saying "warm Polish-American relationship solely based on cash". (sarcasm)

So why the hell is Bush promising something he can't (or is not going to) fulfil.
It wouldn't be a problem if he had not offered it. But now?
We have a saying in Poland for such a situation:
"Kto daje i odbiera,
ten sie w piekle poniewiera".
Which means - more or less: the one who gives something just to take it back is being malterated in hell.

He shouldn't have promised it in the first place. And I don't know why exactly he rescinded the offer. The reasons he did were probably not for the correct reason. And I'm sorry Poland was on the receiving end of this but I'm also quite glad that the money was not sent. Don't get me wrong, nothing against Poland, probably a very beautiful country. But foreign aid should not go there nor should it be sent to any other nation state.

This is the point, he had no Constitutional basis to promise. Mind you, Presidents in this nation of states look at the Constitution as if it's some sort of suggested guideline. But anytime a President actually moves back to what he was supposed to be doing, even if it's after making a promise to a foreign power, as a conservative I have to applaud his decision

Good morning,
First of all, I am sorry if I offended either of you last night.
I was tired and stupid and I appologize.
It is clearly not a good to thing to go back on a promise, and it frankly suprises me if President Bush does that. And it will be dissapointing. One of the reasons I admire the President, is that he seems to be a man that means what he says and all that.
Hopefully it will all work out.

I am personally greatful to Poland. If I remember it correctly you almost fought on our side (Norway) in the negotiations about fish export quotas against the other EU countries.
Perhaps, that's why we are buying naval ships from Stettin.
In any case, thanks to Poland for that.

Norway transfers 137 million US dollars to Poland every year.

It is not in our Constitution to give away money uselessly. Just because Presidents did it most of the 20th century makes it no more right either.

Again, I would suggest that you look at Washington's Farewell Address of 1796. That was the standard policy then and should not have changed. That was what the Framers of our Constitution intended
