But condoms can fail even when used properly. If a vow of abstinence is kept, it's 100% effective :)

Consider the average age for marriage is now 26 or so.
Set expectations low, and your results will be low.
This may just be the difference between intentions and reality.
A previous study showed that teens who had pledged abstinence waited a bit longer to have sex, but that when they did (which they did at the same rates as those who had not taken any such pledge), they were much more likely to be "unprepared" -- i.e. no contraceptives, including STD-reducing condoms.

So the point of the story is that teenagers should be required to experiment with sex so they don't don something stupid.
Who wants to bet the "researchers" are either from GLSEN which wants children to experiment with sex, pedophiles, or some other homo-advocacy group?

so its either unprepared when young or unprepared when old.
It only tells me that preparation for older studends is better when they have matured rather that when they have yet to hit their teens.
