"Can't President Bush pass an evecetive order or pardon or SOMETHING? It is his last term what does he have to lose?"

He has nothing to lose ala Clinton and the pardons. But the fallout from doing what you suggest might well cost those who wish to succeed Bush, and other candidates, the next election, just as the pardon controversy contributed to Algore's defeat.
Just a thought.

I don't believe a moral person should consider the consequences,the next election, world opinion or his/her own legacy before doing the right thing.

Minor disagreement: Linking the pardons to the election doesn't make sense because the pardon episodes didn't happen until AFTER Gore had lost the election.

Selling pardons to terrorists, contributors, and democrat supporters (in January 2001) couldn't have affected a Nov 2 election.
