I'm not sure legally what can be done .. but I'm hoping too

Legal seems to be a moving target. Last month executing 17 year old murderers was legal. Now its cruel and unusual. This month, starving a woman based on a quip while watching a movie is legal. Next month, not giving a murderer more than 1500 calories a day will be cruel and unusual.

Right. What it amounts to is that the guilty can't be punished in a cruel and unusual way. But if there's no crime the same rule doesn't apply and they can! But it's the same amendment, and it doesn't say guilty or innocent, prisoner or patient, it says NO ONE.
