Israel Delays Handover of Kalkilya to PA Forces

Mofaz cites failure to disarm 52 wanted terrorists and the smuggling of Strella missiles into Gaza by PA intelligence agents as reasons for the delay. But preparations for handover are continuing.

Defense Minister Shaul Mofaz has ordered the IDF to delay transferring the city of Kalkilya to PA armed forces.

Mofaz accused the PA of failing to fulfill their promises to seize weapons held by 52 terrorist fugitives hiding out in Jericho and Tulkarem, cities that were recently handed over to PA control as part of an agreement reached between Prime Minister Ariel Sharon and PA leader Mamoud Abbas in Sharm El-Sheik on February 8.

“Because of that we are not willing to giving them Kalkilya. We are discussing the issue with them. For now we are not going to do that yet,'' said Mofaz, according to a political source quoted by Reuters.

Another reason given for the delay given by Mofaz at today’s cabinet meeting was the suspected smuggling of anti-aircraft missiles into Gaza by PA military intelligence agents.

Mofaz said, however, that the planning for the Kalkilya handover would continue. “We gave an order to plan the way Kalkilya will be transferred, but not to transfer it yet,'' he said.

Kalkilya is strategically located in the Sharon area in the center of the country, just a few miles from Israel’s most populous zone. A terrorist escaping from that city would be only minutes away from targeting Israel military, industrial, and civilian infrastructure.

Senior PA negotiator Saeb Erekat, attacked Israel for not completing the handover as scheduled, saying, “The Israeli government has no excuse to delay handover of the cities.”

He denied that the PA had agreed to disarm wanted terrorists in Jericho and Tulkarem, claiming that the terrorists only have to register their weapons with the PA and not carry them around.

what a tangled web these two weave? you can not deal with muslims like this and get any respect - Ariel Sharon used to know that when he dealt pragmatically with the orange groves in azazel before - what is the difference today?

Secretary Rice will probably condemn Israel for not living up to it's commitments to the PA. The turn toward the Arab position since President Bush's second term began is positively chilling.

Completely reminiscent of his father and James Baker. I feel that if Israel backs out of their abandonment of Gaza (or other territories) for any reason, their will be monetary sanctions against Israel, just like there was against Shamir's government. All of which portends repercussions against American Jews.

I was repeatedly told by my friends here at FR that the son was different than the father. Now I strongly suspect that I have been had.

It is my opinion that for one last time the US and Israel will give the PA a chance. They will follow the agreement made and any breach will be by the PA. If that breach occurs, look out. All bets are off after that.

Those who criticize Bush have short memories. He has done more for Israel than any US President. After understandably following the lead of the State Dept. when he first took office, he quickly learned and stopped. We ended the babying of Arafat and the reining in of Israel. He cut Arafat off completely. Wouldn't even talk to him. He is now giving Abbas a chance after having laid the ground work with Arafat.

Critics would do well to learn the lessons of Arafat and Saddam, and soon Assad in Syria and whomever in Iran. Kim Jung Il is learning as we go.

We have a doer in the WH, not a talker.

Great, now the Palestinians have anti-aircraft missiles. Who wants to bet that they fire it at the IDF before they fire it at an airliner? Now if they get Gaza, all airlines will be in range of terrorists without them having to so much as drive a car to work.

Must be why they suddenly got Strellas hmmmm? Peace my arse, Bush is selling out Israel, one bloody chunk at a time. I guess God is going to have to teach the world a lesson on just who is the Super Power over the Earth. Hint, its three letters and does not start with U... Dang, and I wanted to see home sweet home again!

i sat near the bum at a dinner last year and he's definitely cuter - (no, i don't swing that way)
the worst part is that they pretend to have the best interests of israel at heart. i'm with you on something you wrote earlier about having friends saying that w fell further from the tree... and just wait. well, so far it doesn't show in some of the more important areas. nire sh'kondi tihiye k'mo haman... i was hoping for more than the nahash before her, but there is definitely a ruah ha'raa in the state dept. they must be related to the saudis, just look at it's nickname - foggy bottom ;-)

would that that were true... unfortunately, you along with others are ignoring history and islamic thought process (convoluted at best). we've been working the same with arabs in control since the days the west established the lines over there. essentially locked ourselves into divisions we made in the sand, now we struggle against the wind covering up vast miles of sand and the muslims laugh.

you do not have to be a mind-numbed robot... there are many conservatives that feel shafted by policies emanating from his office. to say he has done more for Israel than any US President - means you do not know Israeli history. take the recent demand - Condi demands a contiguous PA - do you understand that that splits up the little land they have left? perhaps not, have you been to eretz Yisrael? it is nice to wage a theoretical war with Yehudim at stake, but put your own kin on the ground and it will be a different story. What Condi is demanding is that people who have lived in their homes for 30-100 years be ousted - with no recompense from the other side. that is no jews can live in arab areas at all - well, jews allow arabs to live all over israel and to take part in internal politics, even to the point of denouncing the jews in their own politics internally. Bush and Condi want any jew living in an area not specifically defined by our State Dept to be ousted... that kind of doing for, i'd happily reject. Abbas is a baby killer - you want to shake hands with him?

The reason for a contiguous state is to eliminate a future complaint by ending a past complaint, though a phony one, and to put them all in one place. Now the PA can no longer hide behind the pretense of "no state" and admit they simply want to exterminate the Jews or come up with something else to gripe about but the decades long charade of no Palestinian state is over.

The Jews have been fighting ghosts, just as we are now, called terrorists. They have no state, they come from all over under a variety of names. They get support from states like Syria, Iran, North Korea, and others, but they represent no state. Soon they will. They will have a state of their own, a place we can locate, deal with, and hold accountable, even a place Israel can invade and destroy if necessary.

Bush has called their bluff and now they can be held accountable.

Called their bluff? How has he called their bluff so far? The attacks continue. They are importing greater weapons. They are fortifying their positions. They have not changed their rhetoric. Please tell me specifically how.

they are not ghosts! they simply bully a civilian population into compliance and into being a resource. you used to be able to break them into two groups, communist/socialist and islamic. today there are much fewer of the former leftist types (that had obvious kinship with guys like peres) left (no pun intended), and the dominant are islamic.

i do not see where the desert shrub has called their bluff. blowing up two weak states does not confront the source of islamic terrorism... and since the shrub family is essentially in the pocket of faisal and his tribe, your logic is incredibly flawed.

which unfortunately, you are asking another group of people to pay the price for.

He stopped playing the silly games played by previous presidents by holding Israel back and coddling the PA. I as said, he cut Arafat off at the knees and has backed Sharon's tough reponses, unlike in the past.

If this were a simple issue it would have already been solved. Bush has moved the ball further than anyone in the past.

If you are saying Saudi is the source of terrorism I would agree that they are one of the sources but certainly not the only.

Saudi is not a simple situation, with multiple tribes and multiple families of each tribe. I know Wahhabism is centered there but it has spread to other places and other groups have taken up the cause. Different degrees of dedication to the Wahhabis exist. With the entire world dependent upon oil, especially the USA, you can't just act macho and try to push them around. They have to be maneuvered, not shoved.

To consider Afghanistan and Iraq two weak countries discredits your knowledge of the area. Russia doesn't think Afghanistan is a weak country. Just because we handled them in such a short time after Russia couldn't do it in ten years doesn't mean it was easy or they were weak. Same with Iraq. They had the largest and best equipped military in the region. We just made it look easy.

I stick with my opinion. Just wait a while and see what happens in Israel. You have been waiting through several wars since 1948 and this is your best chance yet so why not give this plan a chance?
