I cannot determine how Jeb can use this executive power to legally overturn a confirmed court decision (other than what he tried to do with the Florida legislature). Please elucidate.

The Schindlers can petition him to intervene. He can detect an injustice requiring intervention and simply act as supreme executive by making a decision to take her into custody until a process to hear the Schindler grievance is set up.
