You completely missed my subtle point. When I said the government did not intervene, I was relying on the definition of "intervene": "To involve oneself in a situation so as to alter or hinder an action or development".

In other words, Bush and Congress changed nothing.

Under what Constitutional authority. Abuse of power is plain wrong, no matter which party is the perpetrator.
