However, I do agree that it looks like a poorly worded section of the article. I think he is a member of the national (with the word NOT being part of the party name, but rather a description of the party's scope) Socialist party, and not a member of the National (with the word being part of the party name) Socialist party.
In other words, a socialist, but not of the particular stripe known as Nazi.
The tipoff that he is not is that he objects to Buchanan's views on the holocaust for being insufficiently (rather than too) sympathetic to Jews.
