I thought it was a basic rule of the road that if you're not passing, you move out of the passing lane. To tell the truth though, I am much more annoyed at people who pass on the right than those who fail to do so on the left.

When I took my first Florida driving test years ago, it was the rule.
I don't know why they are passing more laws instead of enforcing the ones they have already, if that rule is in fact law and still exists.

Always has been, and it's universally ignored. And it will continue to be ignored until a penalty is attached.

After 100 years, maybe we should try something different. I will grant you that the dumbell who approaches at 100 mph and passes on the right before you have a chance to move over should be shot, beaten, hanged, drawn and quartered and fined.

If everyone stays out of the left lane, no one will have to pass on the right.

That's a product of a driving system w/o any order to it. It's funny you say that, I often drive in the D.C. area and up I-95 to the north and find that the far right lane is the most vacant and what the left lane should be.

It's long overdue getting laws like this passed. The next step is to enforce them. Far too many routine motorists out there seem to think they have a badge and the authority to decide how fast everyone else drives. In their eyes, it's OK to go a little faster than the speed limit, but only as fast over as they're going.

The first thing I look for on those cars is a Kerry bumper sticker.

At the very least, you move *out* of the left lane to permit faster traffic to pass. Here's a Florida statute that applies:

MOTOR VEHICLES Chapter 316
STATE UNIFORM TRAFFIC CONTROL

316.083 Overtaking and passing a vehicle.--The following rules shall govern the overtaking and passing of vehicles proceeding in the same direction, subject to those limitations, exceptions, and special rules hereinafter stated:

(1) The driver of a vehicle overtaking another vehicle proceeding in the same direction shall pass to the left thereof at a safe distance and shall not again drive to the right side of the roadway until safely clear of the overtaken vehicle.

(2) Except when overtaking and passing on the right is permitted, the driver of an overtaken vehicle shall give way to the right in favor of the overtaking vehicle, on audible signal or upon the visible blinking of the headlamps of the overtaking vehicle if such overtaking is being attempted at nighttime, and shall not increase the speed of his or her vehicle until completely passed by the overtaking vehicle.

(3) A violation of this section is a noncriminal traffic infraction, punishable as a moving violation as provided in chapter 318.

Note that the law says nothing like "except when the overtaken vehicle is traveling at the posted speed limit".
If you're overtaken by another vehicle, you move out of the way. Perhaps the hope is by passing a new (redundant) law, just the media attention will cause an improvement in driving habits. IOW, this is cheaper than tasking the police with *enforcing* the existing law.

I've was taught by MVA that the left lane was for passing and turning left, only. I think it is the lack of enforcement that has created this misconception it is ok to use the left lane however you want.

People who ride in the left lane and do not pass anyone annoy the heck out of me. When they see someone behind them, they should move out of the way until the others pass. Even if it is not law, it would be just common courtesy. But, people are too rude these days. SO, I think it's a pipe-dream.

Actually, Arkansas' highway department has asked motorists to use the right as well as the left lane, to even the wear on the highway.

Same here. It is a fact of life that, at times, someone is going to be in front of you. I don't know how many times I've been out on a very busy interstate and had someone flash me to move over. Where do they want me to go? It's as if they want everyone to the rigth and only their car in the left lane.
