Have you by any chance downloaded the Microsoft Service pack 2? If you have that is probably your problem. It is not compatible with Norton's Firewall.

If SP2 is installed, go to your Control Panel, open "Windows Firewall" and choose "Off (Not Recommended)".
This should give NIS the field.

Really?? I'm not having any problems with Norton at all - NEVER. I have MS-XP and Norton 2004.
