As human beings, those people, just like any people, strive everyday to have more resources, and to have more convenience. Maybe they'd have no use for a new Benz, but they damn sure would like an easier way to build a nicer house, or to get their crops in the ground. It's the height of foolishness, in other words, to assume these poeple live this way because they choose to, not because circumstances have forced it upon them.

Unlike racist jokes, jokes based on hair color don't refer to an unchangeable human attribute. The “dumb blonde” stereotype applies more to dyed (e.g. Marilyn Monroe) than to natural blondes. Precisely because becoming a blonde is a choice (Blondes have more fun!), the blonde is an acceptable subject for guilt-free stereotyping. Marilyn and her successor Hollywood dumb blondes have intentionally perpetuated the stereotype.
Random House has a brief history of dumb Hollywood blondes.
While the dumb blonde stereotype does not usually extend to males, I think it does apply to peroxide-blond male surfers. Again, this is partly because their hair color is often chosen, not natural. Remember Sean Penn’s character Spicoli in “Fast Times at Ridgemont High”? The quintessential dumb blond surfer.
Of course, males with natural blond hair and blue eyes are, by definition, Nazis.
Finally, a real answer! I've been asking this question for years, mostly in jest, and all I've ever got back was more blond jokes.

..except for your final comment - poor choice of phrasing. Blond & Blue is not Nazi by definition any more than dark hair and swarthy skin are terrorists by definition.

I didn't even notice it in "The Karate Kid" until I read an article about just that. Since I have noticed it over and over. Of course not 100% but more often than not, the villains are blond which is odd considering the population has to be less than 50% blond.
Probably the real percentage is less than 5%.
