I have always thought this character very weird. Sort of a Tonya Harding on medications.
But I am quickly warming up to her!
Yes, the timid, mousy Chloe is a more competent field agent than any of the other agents that are routinely sent to their deaths every time they go to follow up a lead.
Typical CTU MO: We need to send somebody into a potentially fortified terrorist cell or to extract critical information from a location likely to be targeted by a terrorist cell; so let's send two people and make sure one of them is unarmed.
