why the time change - any explanation?

from what I've read: originally the White House told the networks that President Bush would start at 8:30 but that it has now been pushed up by a half hour...President will speak 10-12 minutes and then take questions from reporters.
I think cuz Ted Kennedy and his pals on the left have been known to get incoherent after 9.
