Davis alludes to the fact that Nichols will not talk about the third terrorist for the very reason you mentioned. And it's why the Clinton administration was all too happy to see McVeigh put to death so quickly, before he changed his mind and talked.

I have believed this for years. I also believe McVeigh was protecting his family. McVeigh and Nichols were guilty but no way did they act alone. This latest thing seems designed to lead suspicion away from the very people revealed in the Jenna Davis book. How very convenient coming so soon after the Calif. politician's statement read into the Congressional Record. Someone thinks we're all extremely stupid.
