Don't just build roads. Parcell it out and sell it off. There's no constitutional authority for owning natioanl forests (AFAIK). BEsides the money's made by selling the lands could balance the budget and pay off the debt.

Alternately, but not as favored, start logging all the national forests. Those trees are worth money and we could use the cash to pay off the debt or to reduce taxes.
