sure he was......Annon is expendable, which is why they made the sleaze Secretary in the first place......now, supposedly this wildcat investigator turns up the heat on Annon.......while supposedly badmouthing Volker for being soft on Annon.......thereby diverting attention from the many conflicts of interest that "annon" supposedly "ignored" regarding Volcker in the first place.

He's certainly part of the coverup. Why else would he try to block Congressional access to these memos? Particularly after he exonerated Kofi.
