Saddam Hussein had been sitting around hatching plots for a dozen years when W took over. He was running a university for terrorism with mockup airliners, paying the families of suicide bombers around the middle east, i.e. creating suicide bomb missions, was involved in an attempt to assasinate a former US president, was very likely involved in the first trade center bombing and in Oklahoma City, and was provably involved in 9-11 and in the anthrax attack which followed them.

An American president who didn't have a plan for getting rid of Saddam Hussein starting from prior to 9-11 would be derelict in his duty.
