Cop faces charges for slapping foreigner
MAEBASHI -- A police assistant inspector faces charges for repeatedly slapping a male foreigner feigning sleep while in detention, police said.
Documents accusing the 39-year-old assistant inspector of abusing his position as an officer have been forwarded to the Maebashi District Public Prosecutors Office.
The assistant inspector has also been fined 10 percent of his monthly wage for one month.
He admits to the allegations.
"I've done something terrible," he said.
Police said the assistant inspector slapped a Brazilian man in his 30s four or five times to the head while the suspect was feigning sleep while being questioned following his arrest for driving without a license. The man was not injured. He is currently being tried for arson. (Mainichi Shimbun, May 7, 2005)

It happens. Japanese cops are seldom called on it though. Usually they are smart enough not to do it where they can be witnessed, as is either what happened here -- or he was dumb enough to leave marks.
Detained for driving without a license, assaulted and then charged with arson. Man he really pissed them off.

Arson is next to murder in severity in Japan. Gotta love those Brazilians.
