Lack of coordination? What's to coordinate? During an evac of the buildings there's no time to brief everybody about *why* they are getting out. It is really only the getting out part that matters.
Somebody ought to come up with a photo of George Costanza riding his electric cart down the street in the episode where his employer thought he was handicapped. Send that to Lautenberg and ask him if he thinks that will speed up the evacuation of fat people?
