Yep... sure sounds like Voinovich is voting NO...

Hes going though a list... "Another reason I don't think John Bolton is not a good choice..."

Voinovich also said "To those that say a vote against Bolton is a vote agains UN reform... I SAY NONSENSE"

He's definatly voting against.
