Knox is interesting except for the question of where to move the Armor S&C. Perhaps Ft. Hood or Ft. Riley.

Leavenworth is probably safer than Knox or Sierra because of it's population of "troubled" soldiers.

Rock Island has a great minor league baseball team nearby, Single A ball. Beyond that, it could join Monmouth or Piccatinny tomorrow and barely cause a hiccup.

Rock Island is among the least useful of those small bases that I know of. Monmouth has to be second. Monmouth has about a company-sized element of active duty troops. The remainder are civilians. (Can't forget USMEPS....but they can do Military Academy Prep School anyplace.)
