Chronology of Key Events Involving Annan in U.N. Oil-for-Food Program

A chronology of events provided by investigators for Paul Volcker's probe into the oil-for-food program reveals that Secretary General Kofi Annan and his son Kojo attended meetings with two officials from the younger Annan's employer Cotecna Inspection S.A. in the months before the Swiss company won a contract under the U.N.'s oil-for-food program. In interviews with investigators, Kofi Annan, initially denied having these meetings. Though he later admitted to two meetings with Cotecna's Chairman, he has maintained that he was unaware that the company was bidding for a U.N. contract for more than a month after the company secured the deal.

The dates and information come from the report published by Volcker's probe in March.

-September 1995: Kojo Annan is hired, apparently getting the job through a family friend working at the Swiss company. He tells his family about his job that fall.

-December 17, 1996: Kofi Annan is appointed Secretary-General of the United Nations.

-January 15, 1997: Kojo Annan is promoted at Cotecna.

-February 2, 1997: Kofi Annan meets with Cotecna Chairman Elie Massey in Davos; in a November 9, 2004 interview with investigators, Kofi stated that he had not met with Massey prior to the award of the contract to Cotecna; then in a January 25, 2005 interview, after investigators had seen his schedule, Kofi recalls having a brief meeting with Massey in November 1997.

-March 10, 1997: Kojo is promoted again.

-February 25, 1998: Cotecna executives, Elie and Robert Massey write to Kofi on Cotecna letterhead to congratulate Kofi Annan for successful negotiations with the Iraqi government allowing U.N. weapons inspectors access to Presidential palaces. A copy of this letter was provided to investigators by Cotecna, but no copy was found in U.N. records.

-March 2, 1998: Robert Massey writes to Kojo's supervisor to ask "Do we know when Kojo could come to Geneva to discuss his future with us?"

-April 7, 1998: Cotecna executive Robert Massey and Kojo sign a "consultancy agreement," stipulating that Kojo "provide assistance to Cotecna in research, development and designing of pre-shipment inspection services and contracts with different West African countries." It took effect retroactively to March 1. Kofi Annan told investigators that his son informed him of his move to a consultant's position.

-July 1998: Kojo Annan first meets Pierre Mouselli, a consultant for Cotecna, and discusses setting up company to do business in Iraq.

-September 4, 1998: Kojo Annan and Pierre Mouselli meet with Kofi Annan for lunch on a trip to South Africa;

-Mid September 1998: Kojo Annan travels to New York on trip paid for by Cotecna coinciding with a meeting of the United Nations General Assembly.

-September 18, 1998: Kofi meets again with Cotecna Chairman Elie Massey; "Although there is no evidence that Kojo Annan was present at this meeting, a note to the Secretary-General from his assistant makes clear that it was Kojo Annan who arranged this second meeting," the report by Volcker's investigators concludes.

-December 11, 1998: Cotecna learns that it has been awarded the contract

-January 22, 1999: Kojo Annan calls his father's residence at 6:36 a.m. stating "that he urgently had to speak to a member of the SG's detail accompanying his father." Soon before, Kojo had learned that a British newspaper, the Sunday Telegraph, planned to publish an article raising questions about whether Kojo Annan's relationship with Cotecna poses questions about a conflict of interest.

- January 24, 1999: Daily Telegraph publishes article.

- Jan. 25: Review of the issue, ordered by Kofi, concludes that no rules had been broken.

The UN is the largest organized criminal enterprise in the history of man. I knew they were good at something. Its what happens when their is no accountability. The path of least resistance always leads to the sewage treatment plant.

Kofi Annan should not be allowed to leave US soil for any reason short of burial. He's a war criminal and deserves to be tried and punished appropriately for his crimes.

The crucial thing to remember here is that the Cotecna contract was no ordinary services contract. Rather, Cotecna was the company hired to be the overall watchdog for the OFF program, a function at which it totally failed.

Indeed, my choice of the word "failed" is probably incorrect, because it implies Cotecna at least made a good faith effort to do its job. Instead, the best way to view Cotecna is as a bribed cop assigned to watch over drug trafficking and make sure the drugs and money keep running smoothly to where they are supposed to go. In other words, Cotecna was the linchpin of Saddam's OFF conspiracy and Koffe and Kojo were up to their eyeballs in Cotecna.
