>>Please understand, if you live in Los Angeles, you were not subject to the rate increases that the rest of California

I live in the L.A. area, but outside the DWP territory. I did see the increases in my Edison bill--but I never saw any decreases. I am still trying to figure out what action that Arnold supposedly took that would have theoretically changed my electric bill. What rate reduction?

I know Davis and Sacramento were corrupt, I just haven't seen any change.

My PGE bill is unchanged. I wish it went back to normal.

The % over normal usage is still there. I always get tagged with that one.

I'm currently holding an electric bill from 12/19/2001 to 1/08/2002 and my next to most recent bill (3/9/2005 to 4/6/2005. Both from Southern California Edison. My current was not used because it has one day of Summer rate charges and I didn't want to try and find my old $400 Davis summer bills. They are true, I didn't make that up.

In the 2001/2002 Dec/Jan bill I used 1,302 kWh (kilowatt hours) and was charged $242.22 (includes taxes and fess). For an average of $0.1860/kWh. Yes I got nailed for 201%-300% charges at $.23645 and Over 300% baseline at .25993. Nice Christmas present from the state.

Flash forward to last month with what we know to be recently increased rates, I paid $162.44 (this includes all taxes and other charges) for 1107 kWh for an average of $0.1467/kWh. Yes I got hit with an over 101-130% over baseline and a 131-200% over baseline charge (though they now state it as 1-30% and 31-100%) and a "more than 200%" charge rate. Note this is now stated as "more than 100%" on the bill even though under Davis it was stated as "201%-300% of Baseline" and I had an "Over 300% of Baseline" charge as stated above back in the days of Davis.

I notice the absence of a "More than 200%" charge rate (formerly stated as "Over 300% of Baseline" on my 3 years ago bill) even though I clearly overshot my Max Winter Baseline by over 200%. Yet, I do not have that charge structure on my bill. Thus, some of the socialist rate charging structure has been rolled back to not slam me so hard anymore. Thanks Arnold! God bless the petition gatherers.

dc27, can you find a "More than 200%" (fomerly called Over 300% of Baseline) on a recent SCE electric bill? I can't.

Also, the current bills are now broken into Delivery and Generation charges for electricity. It's possible that these vary area by area to more accurately reflect distribution cost. I couldn't tell you. I also have a 2nd far more costly electric provider on my bill than SCE providing 20% of my electricity. This is factored in to the rates too. It's DWR, so I'm sure I'm paying for some worhtless envrionmental electrical generation scheme comprised sometime over the last 30 years. At any rate, it acts to increase my kWh rate significantly, so it can't be a goor source of energy. What I can do is calculate my current kWh rates together and compare them with 3 years ago.

_______________2002________2005
__Baseline ______$0.13009____$0.11296
__1-30%__Over__$0.15157____$0.13378
_31-100%_Over__$0.19704____$0.15340
101-200%_Over__$0.23645____$0.16836
201%-____Over__$0.25993____$0.16836

Please note that the 2005 rates I am posting above INCLUDE PAYING BACK THE DWR BOND that was taken out to cover the cost of buying consumers electricity during the supposed energy crisis. The $0.00493 has been added into all rate structures, as it is charged against all rate stuctures. A crisis of incompentance is what the energy crisis should have been called, one we are all still paying for.

Now please tell me where I am paying more for electricity? Perhaps I was just the middle class pigeon being fleeced to provide electricity for a rat controlled area. I don't know.

What I do know is THESE RATES ARE LESS THAN WHAT I PAID UNDER SOCIALIST DAVIS AT EVERY LEVEL; and at the top consumption end, are way less than what I was paying before. Perhaps Arnold is wise to the fact that the middle class can only take so much extortion before they decide to move their income to another state and he didn't want to see that happen.

Is this analysis sufficient for you all to believe that some good came our of Arnold's election? If you want to state that all of this would have happened by just getting rid of Red "don't call me Gray" Davis, then I want you to tell me with a striaght face that Bustamonte would have actually done something about the electricity problem.

As a side note, if businesses were paying the same electric rates as consumers were, I'd guarantee you there would have been no business left in this state long before Davis mucked up electricity in California. Electricity was just another scheme rat and rino politicians used to stick it to the middle class in orde to help the children and the poor. Just not my children though.

Way past time to get moving. Not much time left for installing the reforms promised by Arnold. He now has no other choice. Either get the reforms going or reveal himself as a RINO, thereby confirming our suspicions that McClintock was the only one to be trusted.

We'll see.

I live near Salinas, so I am in PGE country. On my bill, we still have the over 200% baseline ($0.21474 KwH) of which I get nailed on every month. They still list the over 300% baseline, but it is the same rate. My baseline is set at 290 KwH ($0.11430 KwH). Don't know how PGE came up with that one. Before the Grey Davis induced power crisis, my bill averaged $130/mo, now it is $230/mo.

I agree with your statement about businesses fleeing the state had the electricity price stayed high.

However, Arnold has yet to remove the over 200% pricing from my bill. I am eagerly awaiting.

Here is a comparison of the combined rates I have been charged, including the DWR and SCE "Generation Related Charges". The DWR "Generation fee applied to all categories (baseline, etc.) is .09056 on its own. They can change the definitions all they want, electricity charges have not declined under Arnold.
                 Dec 2001 Dec 2004

Baseline 0.13009 0.30230*
101%-130% 0.28166 0.33120
131%-200% 0.32713 0.38512

*The baseline rate before "Generation charges" was .013183

Sorry, dc27. I meant to ping you to above.

I haven't gone over the 200% baseline, so I don't know what that rate was/is.

If the over 200% is the same as over 100% then effectively it has been removed.

I'm sorry you've been hit so hard. Delivery is twice the cost of actual Generation in total bill amounts for me. What is your ratio, I suspect a lot higher.

Could you post your total bill amount/total kWh used for 2001 and 2004 so I can see how bad off I would be living in your area? I went from 18.6 cents per kWh down to 14.7cents per kWh at my usage. Winter rates.

Delivery is about 1 1/2 times the generation "cost". I could post the whole bill, but don't want to type all that stuff in. Needless to say, rates haven't gone down everywhere, and mine are up compared to the point of the "crisis." I guess it varies depending on area and provider. I wish I lived in your area!
