Not logic, it just doesn't specify that anyone has the "right to an education"
now if you can quote in the CA constitution where it does I will be glad to read it.

Any "right" that someone else has to pay for is not actually a "right." See the United Nations' Universal Declaration of Human Rights for a long list of examples.
