There are several. Syria has it, Iraq declared some 2,000 tons of anthrax to the U.S. in their 1991 Gulf war surrender documents, Egypt has it, Israel can do it, China can do it, India can do it, Pakistan has it, Cuba has it in large quantities, etc. Old Rhodesia had a small bio program, too (as did South Africa at one point). North Korea certainly likes the ease with which anthrax can be cultured and stored. France likewise has a bio-program, as well as stored the precursors and vaccines for such things.
The world is dirtier than what your front page newspaper headlines will let on.
