Isn't it unconstitutional for the Federal govt. to dictate to the States on education? Yeah, I thought so....
It's unconstitutional for the Federal government to fund education too, but it spends billions of dollars doing so. This is no different than what they already do with transportation (ie, if you don't make the drinking age 21, you won't get highway funding).
