Maybe. Tough to deny that recruiting is down.

Equally tough to deny that's a problem.

The question is why, and how do you fix it?

Over the long term, the military can't sustain end strength without succesful recruiting. Time will tell if increased incentives help, but pretending it's not a problem won't make it go away.
