Non-Mexican immigrants swamp Texas border city Mon May 30, 2005 06:34 PM ET

By Tim Gaynor EAGLE PASS, Texas (Reuters) - The number of illegal immigrants from Central America and Brazil caught crossing into this Texas border city jumped threefold in the past year as they rush to exploit a legal loophole, U.S. authorities said.

The U.S. Border Patrol has nabbed 15,195 non-Mexican migrants crossing over the Rio Bravo around Eagle Pass in the past eight months, a rise of almost 240 percent on the same period last year, officials said on Monday.

Agents say what they call "OTMs" -- "other than Mexican migrants" -- now account for 90 percent of all migrant detentions in the sweltering trade and ranching hub of 40,000 people. That is up from the 5 percent to 10 percent nationwide normally recorded by the U.S. Bureau of Immigration and Customs Enforcement.

Officials in Eagle Pass attribute the dramatic spike to news filtering out in countries in Central and South America that U.S. authorities are unable to hold the influx of immigrants in swamped local detention facilities.

"Word is out that we are unable to detain the other than Mexican crossers, and they are exploiting a bottleneck in the system," Dennis Smith, the Border Patrol's spokesman for the local Del Rio Sector, told Reuters.

Whereas Mexican citizens are processed and swiftly deported, non-Mexicans are either detained or let out on bail pending an appearance before an immigration court.

Following a security and criminal background check, those not deemed a security threat or found to have a criminal record, are released with a notice to appear before an immigration judge within 30 days.

The immigration summons, dubbed "the diploma" by local residents in the remote border community, allows them to travel on into the United States legally, crossing Border Patrol road blocks set up to collar illegal migrants in south Texas.

Agents say the rush to reach Eagle Pass has been boosted by good communications links from cities in the Mexican interior, and they say they can time immigrant arrivals from the city of Piedras Negras to the south by using the Mexican bus schedule.

"You see them cross over the river together in a line and come round like a snake to where the (patrol agent's) flash light is ... and just give themselves up," said veteran agent Randy Clark.

STRAIN ON RESOURCES

Agents say they arrest between 100 and 200 non-Mexican immigrants each night, many of them on a golf course in the city center, where they can be easily seen by surveillance cameras.

The flow has increased so much in recent months that the Eagle Pass Border Patrol station brings in a trailer of food for the detainees each day and has built a new administrative module to deal with the processing.

Agents say most of the immigrants are found not to be a security risk, and are released onto the streets of the city within a few hours.

Once free, they follow a trail to the local convenience store to buy a telephone card to call relatives. They then arrange a wire transfer of funds to buy a bus ticket for their onward journey.

Clutching their diplomas as they take their first steps toward a new life in the United States, Honduran sisters Jenny and Nancy, aged 20 and 24, told Reuters they planned to head to New York.

"Getting here was much easier than we thought," said Jenny with a broad grin, scraping back her hair. "Now we just want to find work to help our family in Honduras to get ahead."

The sisters -- who decided wading across the Rio Bravo was a better option than trying to cross the Arizona desert -- said they planned to follow up on the court summons, although authorities say few actually keep the date.

BAIL ???.....maybe this reporter needs to check with Con. Ortiz in So. Texas.....here he says OTM'S are simply "released on their own recognizance", after they *promise* to appear in imm. court. Some 90% never appear.

Looks like BAIL is only required from most citizen criminals..........illegal criminals may just *promise* to appear in court.

I am not an immigrant-basher; my mother was an immigrant and I am part of a rich tradition of immigrants in the U.S. Before coming to Congress, I was a sheriff in South Texas, which keeps me in close touch with the people who protect our safety and property along the southern border.


I want to address a growing, dangerous national security problem originating on the southern border with 3 major components:

1. the release of OTMs (other than Mexicans) by the U.S. government … Border law enforcement officers routinely release illegal immigrants into the general population of the U.S. because they do not have sufficient funds and space to detain them at detention facilities. Captured OTMs are released on their own recognizance and are ordered to appear at a deportation hearing weeks after their release. The number of “absconders” – those who never appear for deportation – varies widely, but is said to be 90% of those released, a number now approaching 75,000…
the growing number of Mara Salvatrucha (MS 13) gangs, the bloody, violent Central American gangs that are now a serious
2. criminal element in major cities and in states around the country. These gangs are entering the country as OTMs, and gaining easy release.
3. and … a recent warning to Americans by the U.S. Ambassador to Mexico illustrating the danger of narcotrafficking gangs along the U.S. border directed against Americans in the border area, including kidnapping of American citizens.


The Southern Border is literally under siege, and there is a real possibility that terrorists – particularly al Qaida forces – could exploit this series of holes in our law enforcement system along the southern border. There has been a 137% increase in OTMs in this fiscal year alone – translating to roughly 6,000 OTMs. 40% of OTMs pass through the McAllen Sector alone in south Texas. However, this problem is not just in south Texas.

So OTMs (Other Than Mexicans) hold court summons in such contempt that they refer to them as "Diplomas". They also seem to take advantage of the internet and other technology far more than the Mexicans do.

Of course, we have the likes of Arizona's Jim Kolbe trying to micromanage our Border Patrol to maximum ineffectiveness while governor Napolitano vetoes her citizens' overwhelming vote for real reform.

MMP ain't over until people like this are wearing stenciled jumpsuits.

For the last several weeks he appears to have been in hiding. It seems as though he has lost all control over his office, his party and his Congress.

How much longer are the public officials WE elect, We pay, and who swear to US to uphold and defend the Constitution of the United States, going to permit this outrage to go on?

I am depressed, disgusted, angry, hopeless and despondent.

How much worse has it have to get before they do something to stop these d@mn invaders from violating our borders and sacking, looting and plundering our country??

We send the finest military fighting force in world's history with the finest men and women half way around the world to protect other people and we can't apparently even control our own borders??

Que pasa?????

since Mexican illegal inmigrants are mostly from the communal farms called "ejidos" (something the goverment should have taken in count before joining NAFTA, what a poor planification), is easy to expect many of they don't know the internet has such information or even what internet is.

I checked the CIA Fact Handbook yesterday and noticed most of the CAFTA countries have a minus percent migratory status. Mexico has -4.4% per 1000 migratory status. The US has +3.3% per 1000. All the CAFTA Countries have a minus except maybe Chile.

It is a good site. Go to google and type in foreign aid cia. Did you know we gave $1.160 Billion to Mexico in 1995. So much for NAFTA...

Hopefully with the 2006 Mexican elections, Orbrador will win. From what I hear he at least wants to work within Mexico and help his people. He has set up a program in Mexico City to give the elderly over the age of 70 a $60 a month pension.

Maybe, this will take some heat off the border.

Doesn't it strike you as odd that so many from the smaller countries South of Mexico have progressed from Third Worldism faster than the bulk of Mexico's population despite having far fewer resources or remittance input?

You did well by bringing up the communal farms (ejidos) that were modeled on the collectives of the former USSR. Thanks for pointing out that Mexico still plies the failed policies of that dead(?) monster while pretending otherwise.

When it came to decision-making Bill Clinton consistently disregarded what served as a conscience and most advice given him by wiser counsel for whatever recent polls favored. He is the first President to govern solely through poll-results (and there's quite a few books backing that).

In retrospect it's amazing he didn't damage the country more than he did with this gutless excuse for leadership, but the facts are still coming in and won't be final till long after he's gone.

How about that China becoming so powerful? Amazing, huh?

I am sure this is true. 20% of Salvadorans live here already. Many illegal Brazilians at the Mexican border too. I'll bet 85% of other-than-Mexicans caught and released by the BP are from Latin America, South America, Central America.

More likely, they're sitting around their gated communities thinking of ways to get cheap labor to mow their lawns, clean their houses, and raise their kids.

You know....the jobs US citizens won't do....for slave wages and no worker protections.

More results of Bush's open-borders-policy. He could stop most of this insanity with a stroke of the pen, ordering actual enforcement of existing laws. God help this country.
