You're correct about the north coast. Still, I've driven all around Aruba and I think the earlier description of it as a "Mogadishu war zone" is a little extreme.

Like virtually all Caribbean Islands, there are beautiful resorts on the beaches and a lot of poverty in the interiors.

I went to Aruba with my 9 year old daughter in 1997 and I didn't see any problem with crime.We traveled almost the entire island which doesn't take long since it's so small.The downtown section was clean and the nightlife was real mellow compared to other vacation spots.Jamaica and Puerto Rico are far more dangerous than Aruba.
