Driving recklessly
Violent behavior? He was using his mouth not physical contact as stated by the other officers. Resisting arrest can be non-violent also and the charges were dropped.
Did Seaman Stower instigate a fight with the marshal? If so, that was violent behavior. When Seaman Stowers told the officers, on seperate occasions, if they'd like to fight him, that is violent behavior. The only reason there was no altercation was because the officers involved did not engage Stowers.
You'll seldom find an incident involving a fight where two or more people walk up to one another and just start going at it without first exchanging words.
If you are suggesting that words are just words, and nothing more, than I'd challenge you to go into a movie theatre and yell "FIRE!!!" at the top of your lungs. Or walk up to a 6'6'' thug and say, "Let's go! You and me, right now! I'll kick your *!#@!." After all, they're just words.
