Russian central bank's new data base stolen

A data base has appeared for sale in Moscow: bank transactions for the 4th quarter of 2004. Salesmen of this illegal data base last week sent emails offering the goods for sale. Within the data can be found even the biggest transaction of past year - the auction sale of 'Yuganskneftegaza', according to the newspaper 'Vedomosti'. Recall that in February of this year one could buy the central bank's data for the last year and a half, from April, 2003 to September, 2004. After this was made public, parliamentary deputies directed a demand to the Attorney General's office, that they take action to stop this leakage of 'classified information', and the Russian central bank conducted an internal investigation of the circumstances of the leak. As it turns out, these measures have yet to produce results.

A copy of the new data base costs on the average 3000 rubels (~100 dollars) with express delivery. Employees from a few companies reported to this paper that their firms' transactions were accurately reflected in the data. Such financial information about market players can be boldly used by competitors.

Plainly visible in the data base are many other operations, including those of the Russian central bank itself, such as its intervention in the currency markets. The central bank's press service refused comment, while official requests for information by 'Vedomosti' went unanswered.

Meanwhile, a source at the central bank stated that, after the first newspaper articles concerning the sale of secret information came out, bank employees found themselves locked out of computer recording devices - disk drives, USB-connections, etc., and two months ago a new system of protection and access was introduced. According to a source at the central bank, the investigation has not revealed who the guilty parties may be inside the bank, but the results were sent to the authorities, and the leak is now being examined by the FSB.

When questioned, a representative of the FSB press service did not know whether his agency was conducting such an investigation or not. A source at the interior ministry stated that his organization is not studying the bank payment data leak.

Recall that trading in financial data bases is illegal. Collecting information which is a commercial or bank secret is punishable under Article 183 of the criminal codex by deprivation of freedom for up to two years, while using said information can lead to three years imprisonment.

In conclusion, let us present the experts' opinions. Analysts say that this will undermine confidence in the banks and could damage the reputation of entire Russian banking system. Companies will now use offshore banks more and more, or conduct smaller transactions.

What pay at the Central Bank... I know. Don't cry about pay, mama. Of course you can be cleaning lady Dusya and get very little, but we're not talking about cleaning women. But the pay there is so-so. So you don't have to go broke. Professionals would be happy to go there, but f--- who would take them. It's all by who you know. And here is why it's the rear end in our country.
