I think you're on to something there! Just keep threatening brats with "You just wait until your 18th birthday."
That is exactly what I told my rebellious 17 yr old daughter.
I told her that on her 18th birthday all of her posessions would be on the sidewalk in fron of the house. She knew I meant it.
It was amazing how her attitude changed with about 3 months to go.
