There is no statistical reason to survey each and every child in order to determine the amount of sexual activity going on. This information, if it is really necessary, could be gleaned from a small sample of students through interviews designed to minimize the adverse impact of the information gathering. But instead the district puts a survey on the desk of each and every student.
The reason for this is obvious. The purpose of this survey is to present information to the students, not gather information from them. I would bet you dollars to donuts that the accompanying "Teacher's Guide" explains how teachers can use this survey to initiate discussions with the students on these topics. The school sees this survey process as beneficial in itself. I would not be surprised if they don't even bother to collate the data.
Frankly, the data will be meaningless anyway, because nine out of ten kids will lie about it, either one way or the other. Kids who have never done it (particularly boys) will say that they have. And kids who have done it often, but are ashamed (particularly girls) will say that they have not. A simple balancing of the number of reported encounters between boys and girls will surely reveal that something is seriously out of balance.
