In Mass they have to pull you over for another violation to ticket you for a seat belt violation, 25 dollar ticket, 250 dollar surcharge.

Maybe I wasn't mistaken. Mass does the surcharges for seat belts. NJ is a blue as Mass.

It started that way in every singe state.
In Washington state, they promised the people it would never be a primary offense.
