One question keeps popping up in my head - if in fact a detainee was chained - WHY was he chained?

When using restraining force or restraints period, the guards or policemen have a very good reason for doing so.

The question is....why was this detainee being restrained?

Did you hear that one news report said that some of the detainees will try to take a guards eyes out and stick there nasty hands with feces on them, in the guards mouths...

THAT is enough IMHO to have them cuffed !
