It is always a good idea to cut off the UN's allowance. It is good that Paul has sponsored the amendment referenced in the article.
Those two things having been said, Paul grows more eccentric with each passing day. Rep. Paul is reported to have voted against Henry Hyde's bill to cut the US contributions to the UN by half if it fails to "reform" itaself in specified ways. I personally would prefer cutting off all of the allowance immediately regardless of whether they "reform" or not and launching military strikes against the UN as deemed necessary or merely desirable.
Paul has become a 1930s style isolationist, opposes the Iraq War and now engages in post-session yakathons known as Special Orders to ramble on and on with paleocowardly suggestions for why we should simply stay home and "mind our own business" until the next time some Osama bin Laden decides to whack 3,000+ Americans to show off for the world.
He also has become a full-fledged member of the Blame America First Club.
Other than the first two, these are emphatically NOT good ideas.
He explained that it was because of some of the "reforms" they had to make, which would give them even more authority and power then they have now.
