I'm not sure they are saying they fear retaliation from the rapist. I think they mean retaliation towards the rapist from the public. Which makes this even worse, in my mind. Personally, I wouldn't be worrying about protecting the rapist. I'd be more concerned with capturing him. To heck with his safety!

If he strikes another young kid again, the police and city will be liable for failing to ID the perpetrator.
