Since he broke it down per capita, I wonder how many folks in New York pay zero income tax compared to those in Wyoming?
Seems to me homeland security spending shouldn't even be a per capita matter. Instead, the money should be spent where it will do the most good and in whatever amounts are appropriate. That will necessarily result in disproportionate amounts being spent in various states and localities.
