Since there is no way to confirm this, I say O'Donnell is simply being a partisan bleephead.
PREDICTION: Cooper's notes will probably be sealed as part of the grand jury evidence. No one will be charged, besides possibly Cooper and Miller going to jail for contempt. The notes will never be revealed. So O'Donnel can make these claims and not have to prove them.
