Why, yes it _will_ disturb the balance! Shifting it towards the democratic nations and away from one-party states whose intelligence services support terrorists.

High time, too. We should've mended fences with India back in 1990, or even tried to woo them away from their Soviet buddies in the 1980s. India and America are the world's leading democracies, and are natural allies.

There is no "balance" except in the minds of Pakistanis and a few in the State Department. In South Asia, we have one power and a bunch of semi-rogue/failing/failed states.

But I'd bet that Musharraf is going to whine his way to get some more military goodies.
