No footnote, but the chapter is about the division between the Highlands and Lowlands of Scotland and the tagline at the top of the first page is a 3rd Century quote from Dio Cassius to the effect that the Highlanders are great thieves, which is no doubt where I got the idea about Scoti being a Roman term meaning thieves, odd how memory and association work.
I think the earlier post on the thread about it being a general Roman term in that province for those beyond the boundaries of the Empire, ie free or unconquered, is probably on the mark. If I were manning a God forsaken watch tower on the back of beyond I probably wouldn't think highly of the perpetrators of yet another cross border raid that had me out freezing in the wet and dark!

No. Not sure where the author got the bandit reference. That claim is in the text. The book is a pretty good read tho'.
Thanks for the Cassius Dio link, the chapters on the wars of Rome against her competitors in Italy would have been handy for background to a game I played while on vacation. The game is published by GMT, and as usual I can't remember the exact title!
"Wars of Rome" sounds pretty close though. If you are interested in the hobby I would endorse this one, multi-player games that are both playable (fun) and good simulations aren't that common.

The average Frenchman is about as Roman as the average Italian. MY "Italian" ancestors were Greeks, Phoenecians, Spaniards, and Normans. Italians are probably the most ethnically/racially heterogeneous people in Europe.
The Romans didnt build an empire by holding meetings...
